Could anyone recommend a good refresh rate utility that works with all games.

Do a google search for coolbits3D and and then enable it using the regular forceware control panel. Tabs should be seen as soon as soon as you add the reg key to your registry.

Refresh Lock (http://www.pagehosting.co.uk/rl/) should work with all games but needs to run in background.
Refresh Force (http://www.pagehosting.co.uk/rf/) works with moust my favorite ,except games that specificaly need 60hz to run will give black screen or just return to desktop , ala BattleField 2 but there was ini work around , also StarDock Gal Civ 2 it not comapatible , but then again its not permanent and easy to revert if needed.

O and build in Nvidia refresh overide tool drops FPS in some games so its crap.

I've always just used the built-in refresh overrides. I don't think it affects performance as much as people think. At least I have seen no proof of it..

I second that. I used it when I had a CRT, but haven't used it since I got my LCD.
