First run i scored 160fps with 1280x1024 4xaa 16af all whistles and bells turned on.
after an hour or so of playing I've scored 143 fps...happens everytime..what gives?

I let my card rest for 5 mins or so before benching again..same results

7900GT temp peaks at 69c..throttling at that temp?

No, 69C is great for peak. Driver issue?

rails are great plus i don't notice any sudden throttle too.

I would have to agree with Roadhog, After looking at the specs of the PSU, it looks like it could be the cause. Even though some of the rails are rated high it doesnt actually mean they are getting it or even staying stable.
Heck the efficiency is only 72%...
Also, check what 12v rail your running your card on, try it on the 21A rail since the others are lower by a good margin.

A power supply efficiency of 72% is actually not bad at all. Even the most efficient power supplies have an efficiency of the mid 80's.

Hey I only get 129 fps in CS:S video test.
Guess yours is a very good score so I wouldn't be bothered if it dips a little after gaming.
This could be casued by memory leakage from the game.
