What should Multi-GPU Performance Mode in driver 91.31 be set for 7950?
Global to auto. The game specific profiles should be predefined. For those that aren't, try 4-way AFR for opengl and AFR of SFR for D3D. That is, either create a profile for them and use those settings or set global to that before starting the game. Of course, I say this without having a 7950 yet. :)

How about Hardware Acceleration?
Single Display Performance Mode
Compatibility Performance Mode
or
Multiple Display Performance Mode
Also, ignore my previous comment about the multi-modes GPU modes unless you have quad. For some reason, I keep associating 7950s with quad-sli. If you just have one, try to use AFR first, followed by AFR2 followed by SFR.
