What do u mean exactly by slowing down just lagging? Youve probably already tried this but have u defragmented ur hard drive? What are ur system specs?

What settings are you trying to run the game at. I have a laptop similar to yours except mine has the ati345 chip and I won't even attempt to play games on this thing.

What do you mean by 'slow downs'? A drop in fps? Freezing?

Download everest... fire up cs:s play for a while then minimize it while playing and look at your cpu temp and tell us what it is. Mine had a similar problem turns out my cpu was throttiling due to overheating. Oh and dont expect any performance from that 5200
EDIT: everest dl link

I had a similar problem to yours only it was CS 1.6. It turned out to be a mix of backgroung programs and my hd(there's some setting in the administrative tools that you need to disable). But press ctrl+alt+del while in game and check if there's any applications utilizing your cpu. It could also be you soundcard(I had to uninstall my drivers and use the windows-ones to get it to work). Hope this helps! :)
