Is it legal to sell Intel engineering sample CPUs? I don't know, I'm curious. I heard Intel can cease them at will. They have unlocked multipliers right?

It is illegial and I've heard stories in the enthusiast communisty of intel tracking people who have them, and asking for them back.

I don't think the CPU bully would knock on the door, but I have heard real-life stories of people getting sued by Intel. Usually they just send back the sample to Intel, and they drop the suit, but Intel dosen't mess around with this from what I've heard.
