To make use of my onboard thing on my gpu?..and if so..do i have to pay for it to fully use it?

Using pretty much BSPlayer here and there and mostly WM10 to watch videos..defaul WM10. (GPU is 7950)

Also how do i know if its running? And where can i get some..settings option for it?

You'll know it's running when playing a DVD by the little nvidia icon showing up near your clock in the taskbar. Yes, you're supposed to "pay" for it. Honestly, I think it's crap. Just download WMP11 and you won't need it.

The problem is, there are many types of videos. There are xvid, divx, quicktime, dvd, etc. Purevideo decoder will do nothing with divx and xvid videos, and as far as I know it does nothing with high definition videos either. So no, there is no reason that I can think of why you would be forced to install it. Especially considering you can get other DVD decoders for free nowadays.
