I go to my computer and right click on c drive (the only partition i have) and I click format and it says "Windows can't format this drive. Quit any disk utilities or other programs that are using this drive, and make sure that no window is displaying the contents of the drive. Then try formatting again. What do I do then?

Boot from the Windows install CD and from within the installation it should give you the option.

Umm, you do realize that formatting your C: drive will erase windows....Are you trying to do a reinstall of windows?

you can just try to put a rescue disk or use some sofware like :
Partition Magic 8.0 (Recomended)
