I know in a 7900GTX SLI system it mainly uses just 512mb of memory ,but how does it use the memory with four 512mb cards.

Pretty much the same way.
each GPU uses 512MB. (total of 2GB but practically only 512MB VRAM).

I been reading a lot about the 7950 GX2 Quad Sli, and seen a lot of people saying "7900 GTX 512 Sli > 7950GX2 Quad Sli". Is this true? are 2 7900 GTX 512 faster than 2 7950GX2 quad sli?

Depends, the 7900 GTX does is faster the na 7950 GX2, but it all depends on what you do. At standard resolutions, yes the 7900 GTX SLI is faster and it's shown in benhcmarks. Quad SLI shines when your using 1600x1200 or higher resolutions with everything maxed out.

So, Since I have a 24 Inch screen, I run games at 1920 x 1200 Resolutions... Does this mean if I get 2 7950GX2 Quad Sli, it will run faster?

For example, Oblivion, max settings, 1920 x 1200 Resolution, it will run faster with 7950GX2? Cus I remember with 7900 GTX, at normal clock speeds I had FPS problems with Oblivion, and at SUperclocked speeds I had np unless there was many NPCs on screen.

Unless you care about gaming at 16xAA, 7900GTX SLi will do you just fine. In many cases it's actually faster than Quad right now.

Yea each GPU needs to fill the framebuffer, so you still get 512MB of usable GDDR3.

As for the card, yea in some cases 2x7900GTX's are faster, the excepetions are high levels of AA/AF and high resolutions.
