The reason is the extreme level of gore. Microsoft and Epic considered releasing a dedicated version for Germany but issues with online play would have prevented compatibility with the foreign versions.

While some of you might cry foul over this, I think it's a good idea to have a strict chensorship on videogames to prevent clueless parents from buying their kids software which isn't designed for them only to blame, later, society for their lack of care.

Sucks for the Germans but anybody over 18 yrs old can still order Gears of War from any other european country and receive it within a week. Not a big hassle, except for the waiting.

Yeah clearly harsh censorship is the answer to the problem of people being too lazy to be responsible for themselves.

Germany needs to lighten up... I mean it's ok to produce porn all day long but violence is too much for them... Go figure.

Just because they started a couple of World Wars all them years ago, no need to get in a pissy and censor everything. What are they scared of? ....that video games might breed a new Hitler? LOOOL

So what, major stores will import the Austria version. I hate games which were "modified" for the German market because of the stupid laws but it is really easy to get "uncensored" games.

It's not the best answer, but it is easier to ban games then it is to "fix" all the stupid lazy people in your country from ever having kids.

Censorship is not a good answer, but since the world is full of stupid or irresponsible people, you have to make the society and laws as foolproof as possible.

The extreme censorship german laws enforce is often related to leftover regulations from the post war interim government which was run under american scrutinity so it's not all fault of the Germans :p. A clear example is the ban of svastikas from videogames.
