This is confirmed by an electronic billboard on Microsoft's headquarters in Redmond.

It wont happen as that news was published on 17 October, Mary Jo Foley from Zdnet posted her blog yesterday 18 October that she had an interview with Jim Allchin at Microsoft. Jim Allchin said the electronic billboard is wrong, Vista will not RTM on 25 October, look like it will be ready in 2 or 3 weeks. I think on 25 October, 3 areas of Vista: reliability, security and performance will be completed, they continue to fix fewer than 500 bugs and work on to fix applications compatibility, wait for hardware vendors to provide more drivers as Vista drivers are not robust.

someone at neowin.net was saying beta testers will get a downloadable RTM version with a 1 year license which would be very nice but I am sure they are full of it.

seeing that it is an open beta, I seriously doubt that
