Will games look better on Windows Vista using DirectX 9 cards such as image quality, textures, fps vs. using Windows XP?

No, well considering Vista better support for Dual cores it should be smoother once better drivers for video cards are released but it won't be "prettier".

No.
but I spose newer DX9 games developed with Vista in mind could use the virtual memory stuff in the new drivermodel & D3d9Ex to put in a bit higher res textures.. ofcource you dont want too much forced over to system RAM, but you could prolly have some spillover without too much performance degradation..
I think D3d9Ex has a few more advantages drawn from the new drivermodel, stuff that needs to be coded for tho, but I dont really know specificly what they are..
Anyhow, existing DX9 stuff wont benefit from it automaticly..
