You can also grab the web install which only downloads the updated files:

Being curious, I downloaded the whole redistributable and extracted the contents. What I found was interesting, DEC2006_d3dx10_00_x64.cab and DEC2006_d3dx10_00_x86.cab. The files inside those cab archives didn't show up after installing this release on XP SP2 though, so I'm guessing it's only for Vista.
I guess it patches up directx9.0L layer under directX 10 so you can play certain games which requires certain dx9.0 files like civilization iv etc...
It's total mess to me...the whole Vista thing is a big confusion.

Same what I was thinking, but it's just guessing until someone found it out.

thanks for the head's up :)
According to the DX SDK (note they are no longer calling it DX9 - it's just DX):
"Applications that use D3DX10 must deploy with a DirectSetup redist"
Now from that means I don't know - I can only assume that the DX redist is also for Vista and has updated components. Or it's for games that ship with both DX10 and DX9 components (some games I would guess will come with 2 renderers, one for DX10 and the other for DX9).
Since I am doing a clean install of Vista later (somehow my media centre is fubarred) I didn't mind trying it out so I installed the redist.
It installed newer dx9 dll's (d3dx9_32.dll) as well as d3dx10.dll which did not exist previously on my system (in both 32-bit and 64-bit).
