Here's a link to Scott Guthrie's blog about the release:
http://weblogs.asp.net/scottgu/archive/2007/01/23/asp-net-ajax-1-0-released.aspx

ASP.NET AJAX 1.0 delivers a rich client-side AJAX library that provides cross platform, cross browser support for a core JavaScript type-system, JSON-based network serialization stack, JavaScript component/control model, as well as common client JavaScript helper classes. ASP.NET AJAX also delivers a rich server-side library that integrates AJAX functionality within ASP.NET, and enables developers to easily AJAX-enable existing ASP.NET 2.0 sites with minimal effort.

Looks pretty sweet and it's nice of MS to do all this, especially for free. I'm excited to see further/tighter integration in the next Visual Studio, codenamed "Orcas."

I wish PHP or maybe JSP had tools like this cause honestly I don't like ASP much.

Actually, it's funny you mention that...

PHP for Microsoft AJAX Library (http://smarx.com/posts/php-for-microsoft-ajax-library.aspx)

Plus, you can always incorporate other frameworks like Adobe Spry or Prototype with PHP...it just doesn't have built in support. :( I wish there was a Visual Studio for PHP with native IntelliSense support for a number of the more popular Ajax frameworks and just JavaScript in general.
