I got a new computer a few weeks ago, Dell P4 2.8ghz, 1GB ram, Ati Radeon 9700 pro {cat 3.1 drivers} direct x 8.1, sb audigy 2

I notice in a few games, Medal of Honor AA, RTCW, among others, that there is a flickering in the graphics, i tried turning on vertical sync and it helped in some games, few others it hasnt.

My monitor is a 15 inch hewlett packard one i had for awhile, max refresh rate is 85hz i think.Whats the best refresh for a 14 or 15 inch monitor?

Does monitors have alot to do with this vertical sync thing? like the flickering in games?

Also does turning vertical sync on slow down framerates at all?

Whats a good make of monitor to buy? should i get one with a 100hz max refresh, which is best for gaming you think?

With it being a OEM monitor expect something like
640x480, 85Hz
800x600, 75Hz
1024x768, 60Hz

na, most decent oems do 1024x768@85hz these days Dazz, i can't imagine dell did less that. anyway, you prety much have to edit windows xp manualy to fix the refresh rate in games, or use a handy tool like refresh lock (http://www.pagehosting.co.uk/rf/) .

ohh, and if you do have vsync issues in mohaa or any other quake3 based game, you can make sure the game syncs your frames by useing the command "r_swapinterval 1" in console.
