no, they change virtual pc to be free probably last year or so

You're exactly right, they did shortly after VMWare announced that VMWare Server was free.

I assume that this relies on the stability of the current operating system and its settings or can each of these Virtual Machines be booted independently.

The way that virtual pc works is you boot up your computer into your normal operating system, then you load up virtual pc which is a program. You can configure your options there, and then it will allocate the ram and hd space needed for the virtual pcs. They run in a window, and emulate a standard computer configuration. You'll actually see it boot up like a regular pc would in a window. It uses really generic drivers, that way it works with everything out of the box.

How funny, every Vista is listed as acceptable except Home Premium. I'm going to give it a try on Vista and XP.
