Just downloaded expert tool, When I set the fan speed to 100% I noticed my gpu temp droped 20c but my 8800gts video card fan spins alot more and is louder. Will this burn-out my factory cooler fan motor on my video card ?

Having it spin at 100% will obviously reduce the life of the fan but there's no need to have it at 100%
I suggest increasing the fan speed to 75% which is more than enough to keep the card cooler, it'll also keep it fairly quiet and preserve the life of the fan.

It not going to hurt the fan to run at a 100% ,that what they were made for yes there a little louder ,but I still can't hear my two Evga 8800GTS unless I take off the side of my case and then I can tell the speed has increased.I keep my at a 100% all the time so I can keep my cards cooled ,But I do Keep my cards overclock all the time,if you are not overclocking your card then I see no reason to increase it,but it does make a big difference when they are running at a 100%

Well, you can reduce either the life of the gpu and ram, or you can reduce the life of the fan. They both give the same end result, but whether oc'ing or not you should always keep your fan speed(s) at like 90-100%. The extra noise is worth the heat loss.
