Whats with the 60 seconds between searches?

I don't think I have seen a forum before that requires a wait between searches. Seems to me most forums want to search before posting, and having 60 secs between searches doesn't make it easy to dig up info around here.

What about a 30 second wait instead? Or is that too costly on bandwidth?

It's a bandwidth thing afaik.

IIRC about a year or so ago, we had some regular dbase crashes and slow-downs, I think the server load was probably going through the roof. Since the implementation of the 60 second rule, it has been smooth as silk.
