the cpu keeps jumping from 1.6 to 2.4 ghz. is this normal or something is going on here????

This is normal, it's part of the features of the processor's energy saving. Keep CPU-Z open on the desktop and run something like SuperPI and you will see CPU-Z read the max.

You can go in your Bios and cut off all them energy saving things so that your CPU will run at a contant speed.
