xp/vista wont boot unless I go into bios from cold

its not a specific drive problem because xp and vista are on different raid arrays, any ideas?
I have no problem restarting ,Its just from cold it stalls after 3 swipes of the bars unless I enter bios.

Power Supply?
Raid Controller?
Wrong Color Case?

Im gonna check for new bios now.

edit:Updated the jmicron driver ,no change.

And the answer I was looking for was -
Turn OFF legacy usb in the bios (Thanks Eliminator).
pc starts fine now :)
