Don't wait for DDR 2 with too much anticipation, clock for clock it will be slower due to greater latency. But with its four bank design it will be able to scale to higher frequencies and use less power. But DDR 1 @ 400 MHz beats DDR 2 @ 400 MHz!

Also heard there are samples of desktop DDR-2 Ram running at 800MHz.

Remember there are techniques to "hide" latency. It isn't as efficient as if there wasn't any, but it's better than nothing.
The problem is that, AFAIK, the more latency you want to hide, the more transistors it costs you.
And it can't do miracles, either.

has jedec adopted a ddr-II spec yet ?

or are ati and nvidia using propreity competing ddr-II techs ?

JEDEC finalization of the spec for ddrII should come this Summer, last I heard.

Both are using GDDR2 which is a little different. I think there are some minor protocol changes. Still SSTL_18 @1.8V, but VDD is currently 2.5V and JEDEC will probably spec 1.8V.
