I've really been out of the loop for a long time with this stuff. I haven't done any work on any websites in around 3 years and I want to get back into it.

What is the best web design software out there? I don't know HTML, and I don't plan on doing anything too elaborate (yet). I know how to use flash, but I've only used it for making animations and small interactive clips.

In the past I've used Frontpage 2000 and Adobe GoLive to make websites, but both of those are really outdated.

I have an MS Technet subscription and I wanted to get Microsoft Expression Studio but apparently thats one of the few programs that isn't included in the deal (bastards). I have access to Frontpage 2003 and a ton of other MS software though.

I don't plan on spending $300 on software either.

Is there some magical free program that all the open source people swear by? :p

Frontpage 2003 is fine, if you want to learn nothing else. There is nothing better you can get for free. However you should also consider downloading and installing some open-source CMS, select some nice template for it, and just start writing content in WYSIWYG editor. You can have a nice website within 1 hour.

I use Dreamweaver. It's a lot of peoples fav nowadays. There is a free trial at Adobe if you want to give it a go.
