My monitors native resolution is 1600x1050, but for some reason my computer will only give me the option for 1680x1050 which is the incorrect size. Does anyone know how to get this card to put out a resolution of 1600x1050

No is is a 22" Viewsonic monitor.

I am now beginning to wonder if the 7950gt is capable of putting out a resolution of 1600x1050

i just looked at every single 22" viewsonic monitor and they all have a native res of 1680x1050

When I move my mouse from left to right it drags the screen, as if the resolution is too big. I just recently RMA'd a card it used to be a 7900gt and I was sent a 7950gt. The resolution used to be 1600x1050 and I had no problem and now This has happened. I cant seem to find an explanation.

I see that it does recommend that I use 1680x1050, but it seems to be too large. otherwise I shouldnt have part of the screen cut off

you should reinstall the video drivers... i recommend 92.91 if youre on xp 32 bit http://downloads.guru3d.com/download.php?det=1485

use driver cleaner http://www.drivercleaner.net/

uninstall current drivers... reboot into safe mode and run driver cleaner and cab cleaner... reboot into windows and install drivers

i use nvtweak to give more options in the nvidia drivers, i think it opens up more resolution too, you could try that. correct me if im wrong. good luck
