I know the windows overclocking programs for cpu's are bad, but my friend has an X2 3800+ that he wants to overclock but its on an HP computer. Any suggestions would be nice, thanks.

if he can find a new bios for his MB, power to him. If he can't, he's SOL. HP's are not designed to be overclocked, and if they're anything like dell's, the bios is locked up tight.
The best thing he can do is replace the motherboard and start over.
