Downloading the Vista hotfix "Virtual address space usage in Windows game development", KB940105 will prevent alt-tab from restoring the framerate of a game affected by the issue. With this hotfix installed, the only way to restore a game to full-speed is to completely restart it.
In my testing, Oblivion quickly slowed to 15FPS and stayed there after numerous alt-tabs after this update was installed. Before installation, alt-tab restored lost FPS.
