I enabled safe boot via msconfig, and when safe mode comes up the the task bar never loads, so there is no way to open msconfig and set it back to normal boot. Crtl-R does not oepn the run box. What can I do to return the boot.ini to its normal state?

Does the My Computer icon show on your desktop? If yes it'd be easy to either edit boot.ini or launch cmd.exe or msconfig.exe.

Use ctrl-alt-del to bring up task manager then go File->New Task. You'll be able to launch programs from there. Sometimes you can get the task bar and desktop working by just running explorer.exe this way.

Yep. This should work.
