It states on the official site that the GA-P35-DS3L supports DDR2 1066MHz RAM. Does that mean that is the highest RAM speed the motherboard can handle? For example, if I were to get DDR2 1066MHz RAM, overclocking the RAM would not have any effect?

No, just simply that it supports ram listed at that spec.

Depends are what you use the your pc for the most. Games, videographics, photos, general computing, etc... It will be be quicker in some things in others not enough to really matter much. If you do a lot of gaming you would probably just as well be better off staying with some quality 800MHz DDR2. Save some money to apply on upgrading other components such as better processor or power supply.

Here is a review that they tested 800 vs 1000. Not enough to worry about really.
