How to control clock frequencies in 2nd, 3rd GPU?

In my system I have a GTX295 and a GTX285. The monitor is connected on the GTX295. Enabling coolbits in xorg.conf lets me control frequencies only on the first GPU of GTX295. The second GPU of 295 as well the GTX285 don't have the option to control their frequencies.

Also tried with nvidia-settings, for example:

nvidia-settings -a [gpu:1]/GPUOverclockingState=1 -a [gpu:1]/GPU3DClockFreqs=602,1026

for the second GPU of GTX295 and it doesn't have any effect.

How can I control frequencies of the other GPUs?

Attached are the nvidia-bug-report and a screenshot of NVIDIA X Server settings.

Doesn't anyone have a GTX295 or two graphics cards that overclocks?

@NVIDIA: I understand that coolbits is a xserver-only thing. Is it possible to implement some kind of low-level control to the graphics cards?

The time I had multiple GPUs, I used "nvclock" to individually
change settings like gpu/mem clocks and fan speeds. I guess
that should still work.
