I have never had this problem... but Where you go to shut down windows... Its gone.. Anyone ever saw this before?

Either two things did this, either you are infected with a spyware that changed this value in the registry, or you were playing around with gpedit.msc and changed the policy to remove it from the start menu.

This is how you get it back

Click Start, Run.
Type gpedit.msc and click OK.
Navigate to the following path:

User Configuration\Administrative Templates\Start Menu and Taskbar

Double-click "Remove and Prevent Access to the Shut Down command"
Select "Not configured" or "Disabled"
Close Group Policy window.

I don't believe he has the run command on the start bar either. An alternate way to get to the run command is by pressing "Windows key + R". You could also type gpedit.msc on the command prompt.

ya I just let the pc set for awhile and then it came back... I had no idea what caused that and it has not happened since... I just found it very odd...

I can check for spyware but PC is running good enough and shows no signs of infection

Run a check anyway. It's better to be safe than sorry.
