Right click 'Network Neighborhood', click 'Properties', enable the TCP/IP protocol, IP being the most important since it's the Internet Protocol.

When I used to be on DirecWAY satellite, prior to DSL, I used to use this application with my DW4000 modem:

Pour liquid Draino on your modem. You may want to unplug it first.
