His problem does not look like a problem with frequency.
It is a problem with resolution. Because the EDID is turned off, NVIDIA assumes the panel is 640x480 and discards all modes with higher resolution than that. The problem is to find the "check" that does this.
(in another thread, an NVIDIA employee wrote that this unreasonably low default resolution is there to avoid damaging hardware. however, he has been unable to provide an actual example of DFP hardware that would be damaged by a too high resolution)
