Personally, If I where running past 60c under a normal full load (gaming, or the sorts. Which I have yet to see my temperatures go as high as prime95) I would find better cooling or back down the speeds. Whats that CPU rated for the IHS around 60-61c right? Those temps are way past that.

But this is one of those subjects where everyone has their own opinion of how hot a cpu can go. Do some research and decide for yourself.
Tho I plan on keeping my E6400 for a long time and not having it burn out. Unless there is a slim chance quad cores become really cheap, and there are actually games that take advantage of it. Until then, I'm keeping my cpu around 55c or lower.
