No your memory is running at the right speed. It is DDR, same as DDR motherboard ram. You take the speed, times it by 2.

IE: 800 mhz ram is really 400mhz x 2.
Same with a C2D, cept that is quad pumped. So a C2D fsb running at 1066 is actually running at 266mhz x 4.

And even if your ram was running at half the speed. You wouldn't see a huge drop in fps at a low res like you are seeing.
