That wasn't it but I solved my WEI score issue.
If anyone is having a WEI score that is not updating go to C:\Windows\Performance\WinSAT\DataStore and delete all the xml files there.
I moved those files to a new location and reran the performance tool and now my aero and 3d score is 5.9 like it should be for and 8800.
But I'm really wondering why I had to do this.
