I had to set the CPU voltage on the motherboard to 1.575v, to get it stable... but even though I set it to that... Motherboard says 1.52v (in the "current settings" column)... but nTune says 1.575v too. Then of course, CPU-Z says 1.238v, which is weird. And yes, I have all the throttling BS disabled in the bios.
Anyway... it's not stock voltage.... And which setting is accurate... I don't know... but all I care about is that it's stable @ 3.6GHz.

Never go by what cpu z says the voltage is. It's wrong. This has been known for a long time.
It is however good for reading temps.
