I'd bet it is a driver(s) issue. Not necessarily down to the actual gfx driver itself; I do not have the kernel-hardcore expertise to track down in what subsystem the bottleneck is. Could be a combo of certain hardware/drivers or such as well.
All I know is that my Nvidia card is performing thousands of % better in my dual-boot Windows than in Linux, no matter if I try to tweak it (bpp, size of RAM and so on and so forth). It will be quite interesting to see what I get when I install my Geforce 5600 next week.
