I'd be suspicious of background processes. Though I don't have Fedora 7,
I do have FC6. It runs a "haldaemon" which seems to be set to watch
various devices, like any CD/DVD drives, in case a disc might be inserted. Presumably it polls them. I'd want to try something like (as root)
/sbin/service haldaemon stop
and see whether the stuttering stops. If so, then try poking around in
haldaemon's configuration and see whether you can tell it to stop
watching the DVD drive. (Haldaemon does other things too -- I'm not
sure what all but it seems to be involved in CPU speed tuning -- so you
might not want to just leave it disabled.)
