M stands for meters. 38m Mesh resolution means the elevation points are 38 meters apart. 1m textures is 1 meter per pixel.
The default textures and mesh in FSX are 1m and 38m, so setting those higher has no effect, unless you have some add on scenery that uses higher resolutions. If you have FSGenesis mesh for example, you would want to set the mesh slider to 10m.
