Okay, tried it with TVStandard in the Device Section. And, with this attempt, the only monitor hooked up to the computer is via the Component cable. Color on component is still black and white.

Relevant parts of the Xorg.conf for moving TVStandard into the Device Section. Not including the stuff I changed to make the only monitor the one hooked up via the Component cable in this snippet (it's in nvidia-bug-report.log if you wanna see):
