I can understand that when testing in a testlab, and not specifically watching for this problem, you would not notice that. In a quiet home, this kind of thing is much more noticable.
However, I should note that on my XFX 6600GT card I have *never* noticed the fan spinning slower at any driver version and I have always used nvclock -f -F 90 to set it to 90% (which is much quieter and does not cause any real temp increase). I suspect the thermal conductivity between chip and heatsink is very bad on this card, though.
The 8500GT card in my new system is fanless.
