You need to be a user that has full access to the system, and not a limited user.

Basically, you need to have an administrative account.

If you have Windows XP home edition, it's a little bit harder to change your account type without logging on as an administrator account, which often if you're currently using a limited access account, the administrative accounts will all have passwords...except maybe the "Administrator" account, which is only viewable in safe mode, or if you aren't using the welcome screen. (you would have to type in "Administrator")
