The 60.1C in the thermal specification is the maximum Tcase temp, not the actual core temps. Tcase is measured at the geometric center on the topside of the CPU integrated heat spreader. Temps you see in software utilities such as CoreTemp are Tjunction temps that are derived from digital thermal sensors located on the CPU cores. Obviously Tjunction will always be higher than Tcase, up to 18C for C2D's, and 12C for quads. Tjmax is the maximum Tjunction temp, the temp at which thermal protection controlled throttling/shotdown will occur.
