I had that problem with the previous, beta drivers, but it was fixed by rebuilding KDE but first specifying:

WITHOUT_OPENGL= yes

as a make option.

This DOESN'T stop applications from working (quake2 still rips...)

Since I've been on the release drivers, I've not actually bothered to
uncomment that OPENGL option, so don't know if I would still have the problem you describe, but it seems that from your post, maybe it would.

Try the above, and you should hopefully find that screensavers and shells don't crash - and XMMS and OPERA don't go into infinite loops! worked for me!
