I mean I see your point. Judging from your pictures its easy to see that life, at least in the form of foliage can return to an area with extreme amounts of radiation, but if there were tons of trees and bright colored flowers in Fallout 3 I don't think the player would get the sense of utter destruction that this game wants to portray.
I myself am a bit concerned about this as well because as a player you'd like to see a variety of settings to keep you interested in the game. We shall see what effects this design decision has on the game in the next few days/weeks.
