Nvidia site has the max temperture for a GTX 280 at 105c,so I would think a GTX 260 would be the same.but that sounds hot to me .I keep my fan set at 60% and I have not seen it hit 70c yet with anything I run it does get to 68c ,but If I can stand the noise ,I can turn my fan up to 85% to 100% and it stays in the 50's.I use furmark and 3DMark06 and 3DMark Vantage and then I play a little bit of Crysis and if I see no artfacts or my game freeze up,then I think I am safe.I run my GTX280 at 731/1566/2640 and my fan at 60% when I am benching,IMO I would try to keep it around 70c,unless the fan noise does'nt bother you ,then crank it to a 100% and you want have to worry about it getting to hot,or at less my hardly get to 50c with the fan at 100% ,but it is pretty loud,so I keep it around 60 to 65% and it is noticeable but I can live with it.
