You should have a symlink /usr/lib/, which points at usr/lib/ This seems to be missing for you for some reason.

How did you install the driver; via a package manager or the official NVIDIA .run file? If you installed via a package manager, check whether there's an associated "development" package that contains that symlink (although such a package should contain the VDPAU headers too, which you have installed; perhaps the package is buggy?)
