Disable smooth scrolling within Internet options sub-header browsing. It will be the last option. If Vista was to be in use change the configuration of the PCIe power management (link state power management) would be advisable too. It can cause a similar latency but more frequent, annoying, and not much of a power savings it seems.

To note, I noticed this too with my GTX 285 and 8800GTX using Vista.

Edit: I forgot to mention that it will still happen to some degree and I think it is due mainly to power management, but it will not be a severe as before.
