It is within the initial second of scrolling. If you do not see it within this segment of time, then it will seem smooth. It can happen more often with link state enabled as the links are retrained and it is similar to it but two separate instances of scroll rendering "lag."

It is not the scroll bar, per se. It is what is being rendered within the browser and is more noticeable if graphics are present rather than text, especially large graphics. Such as adverts, or just simple pictures.
