I think the fog in those UT2003 screenshots is not uniform and I also think it's made with DX8 pixel shaders. Maybe nVidia has replaced the pixel shaders with faster versions, and there is a bug in the new fog shader? It'll be fixed in the shipping version of the drivers, anyway.
