X -showDefaultLibPath and X -showDefaultModulePath should print *only* the appropriate paths and not something else, like it's doing in your case. Installing the -dev package probably fixes the problem by allowing nvidia-installer to find the appropriate paths from /usr/lib/pkgconfig/xorg-server.pc.

I would recommend filing a bug against Jaunty's X server in Launchpad.
