It's done with wet sandpaper(you put a drop of water on the surface you want to polish) and you should be able to get it from almost anywhere.

It's done by hand and you start by writing a big X on it starting from all of the corners as you then see if the heat spreader is concave or convex when you start papering away. You should always have an as flat as you can get surface when you start lapping because you need to tape your sandpaper to it(a glass surface is ideal).
